A New Study on Transboundary Resource Management and Conflict Prevention

Annabelle Houdret and Meike Westerkamp researched the potentials for conflict and cooperation over natural resources, using Lake Albert – the border between Uganda and the Democratic Republic of Congo – as an example for the EU project “Initiative for Peacebuilding” (IfP). Clashes between the two countries have regularly occurred in the last few years. Recent discoveries of oil and oil drilling have only exacerbated the situation further, especially over the border lines. The authors demonstrate in their analysis that despite high tension, conflict prevention and sustainable resource management are possible and formulate concrete recommendations for development cooperation. One of the best ways to achieve this is through local partner dialogues as they will strengthen and extend cross-border cooperation. Additionally, Adelphi is working on an early detection tool that prevents environmental and water conflicts, which will be presented in a pilot training in late 2010.

Successful project start to formalise eWaste channels in India

The E-Waste Channel project aims to increase eWaste recycling efficiency, reduce environmental degradation and improve workers health and safety conditions. The specific objectives focus on the megacities Delhi, Bangalore, Kolkata and Pune, and include creating business associations amongst informal SMEs, enhancing cooperations between the informal and formal sector, and improving environmental and working conditions.
The kick-off meeting was organized on the 15th February 2010 at Jor Bagh, New Delhi by GTZ-ASEM. The participants were GTZ, Toxics Link, MAIT and Adelphi Research. The meeting focussed on developing action plans, timelines and responsibilities. The project activities within the four pilot cities will mainly target the bulk e-Waste producer, the informal sector e-Waste collectors and recyclers, and producers of electric and electronic equipment. Additionally, representatives from governmental institutions will be involved to secure a sustainable project success.

A Study of Thailand’s Carbon Footprint in the Tourism Sector

End of February, Adelphi presented its results from the project “Carbon Footprint Sea of Trat” in Thailand and discussed their implications with local stakeholders from Bangkog, Trat City, Koh Kood, Koh Mak and Koh Chang. This project aimed at integrating climate change issues into the local tourism industry as well as supporting local adaptation measures. Adelphi’s tasks included assessing the impacts of climate change in the tourism sector in the area of Koh Chang, a group of islands located in Southeast Thailand. Furthermore, underlying current greenhouse gas emissions were calculated. As a result, mitigation measures to protect the islands’ tourism sector were proposed. Based on the assessment, a special visual software and accompanying handbook were created that will allow to take climate related factors into account. This initiative stems from a previous collaboration between Thailand’s Sustainable Tourism Administration (DASTA) and the German Technical Cooperation (GTZ).

The Peace and Conflict Research Working Group convened in Hamburg for their Annual Meeting

This year’s event centered on climate change and it´s possible consequences for people to live peacefully together. Under the motto “Climate Change and Conflicts: Securitisation versus Preventive Peace Policy?”, over 130 participants discussed for two days the current political issues on security, cause-and-effects, and prevention strategies.
Dennis Tänzler, Kerstin Fritzsche and Achim Maas presented the results of the EU process on climate change and security. The results were based on several regional studies that Adelphi prepared on behalf of the European Commission. As a result, different scenarios were developed, which were discussed with local experts in order to derive concrete policy recommendations.
The Peace and Conflict Research Working Group is an umbrella organization of the German Peace Research Centre. It aims to boost scientific research on peace and conflict issues as well as communicating this to the general public.

The International Leadership Training (ILT) Launch in Saarbrücken

The annual training programme on water and energy for specialists and executives from around the world is part of several broader InWEnt Capacity Building programmes. A total of 24 participants from ten countries convened at the inaugural conference in Saarbrücken with the desire and expectations to formulate their personal training measures. This aided Adelphi’s training team in developing a concerted programme that provides the participants the best possible support and help them to find suitable internships. In addition to a comprehensive insight to Germany’s energy and water industry, the participants received useful information about internship opportunities in Germany. The four-step training programme not only serves to improve the participants linguistic and technical skills, but also to build upon their personal development and provide practical working experience in-the-job-trainings.
EMAS Helpdesk lead-managed by Adelphi

On behalf of the EU Commission, the Helpdesk provides various stakeholders such as companies, associations, environmental organizations and interested public members with extensive information towards the European environmental management system. The topics include, among others, the registration process and elements for the amended EMAS Regulation. Since 2001, the Helpdesk has supported the Commission also in developing and implementing marketing and communications activities.
Adelphi spearheads the Helpdesk’s European Public Relations outreach, which is jointly operated by several partners. The tasks include creating a one-year marketing plan, producing and distributing information materials, supporting the regular meetings of the EMAS Competent Body and the Regulatory Committee and maintaining the website.

Re-launch of the Environment, Conflict, and Cooperation-Platform

The information platform “Environment, Conflict, and Cooperation” (ECC) now appears with a new expanded range of topics and attractive design. A “Quick Access Button” guides the user directly to current topics such as “Climate Change and International Security.” Another new section focuses on environment and migration with publications and regional case studies. Other supplements such as comparative country analyses and a German language blog are already under construction.
Since 2004, the platform has offered a professional exchange between the environment, foreign affairs, development and security policy, which has made an important contribution to coordinating these policy areas. A bi-monthly newsletter informs over 1,800 subscribers about current developments, publications, and events on environmental and resource protection as elements for a sustainable peace.
